Imo, the only way he chooses her is if he actually intends to drop out of the race. They're stalling for time is all they're doing. If he chooses her, imo he is going to drop out very shortly after the Democratic convention. Hell, he may even announce it via his pre-recorded and edited speech they're going to play at the convention he won't be attending.

Susan Rice won't be president and they know that. But that may buy them some time.

I think the wider thing they're trying to accomplish here is stall the prosecutions and also drag the election results out past January 20th. If January 20th comes and goes and the elections aren't finalized, it goes to the Speaker of the House in the line of succession and the Congress gets to choose the new President.
