Count those votes towards DC. It's already absurd that the 23d gives DC the two extra extra electors as if they were a state. (For a total of three.)

Part of the problem is that Republicans promulgated a lot of these rules because in the past overseas ballots came mostly from military and international business workers - two groups that leaned heavily R.
Now there are an increasing number of ex-pats who fled the country and those people are even more flakey than the people who left their home state and fled to California.
But overall it's still a small number to get worked up about - kind of like these old weirdos who buy expensive plane tickets from New York and fly down to Florida to vote from their vacation home.
