Stop and think for. Second. If that was the case then how can the Federal Government mandate that women or minorities can vote? It isn’t explicitly telling them how to do it but needs to comply with the law and the EO guidelines or the USPS (A federal agency) will not mail the ballots!

As long as states comply with what is envisioned from a national level........................how is that working out with federal matching funds like medicare
