You might have a point there. But there is surely an added incentive to enforce that law when the when the foreign nation involved has interests that are hostile to the U.S.

The Chinese have given millions to the Clintons. You'd I'm sure be surprised by how much countries like Yemen and Syria give certain people and no one days a word.
There are members of Congress who go on "fact finding" trips to very bad places to pick up donors and their "donations to their foundation".
Anyone trying to stop it will likely suffer a 9mm cerebral hemmorage.

You mean like sHitlary paying Fusion GPS $15 million to hire Steele (an English spy) to pay Russian spies to come up with a bunch of bullshite about Trump and then illegally filing false campaign finance reports claiming these illegal payments as "attorney's fees"?
And, how do you figure the Trump campaign solicited anything? Fusion GPS hired the Russian woman, Loretta Lynch personally approved her to be in the US to solicit the Trump campaign, in an unsuccessful attempt to frame Trump. The Trump campaign didn't solicit anything from anyone.
