I believe they are literally required to do shite like this as a condition of moving farther up the political ranks.
Notice how they apparently have all this damning info on Swallwell (a lot of it we actually knew about such as him looking for people to help him find women to cheat on his wife wife because from now on he "only fricks 10s") but it only comes out once he refused to step aside in the Governor's race.
I think damn near all of them are compromised to some degree. And someone in some Intel agency holds the kompromat.

Here is a clip of the video. It's not graphic. It's Swalwell, a chick some are saying may be a sex worker, another guy, and supposedly the person filming is an underage girl.
The question is, is there a longer video? Did they have sex with this woman while a minor filmed it? If so Swalwell is in deep shite.
