The consent degree is a variation of the model they started in Furgeson to stop "corruption" translation....arresting any black person.

They then "rolled" it out to Baltimore and various other cities. In every case the crime rate skyrocketed.

From what I read LSP is short of troopers already.I doubt many potential recruits would be attracted to being a street cop in N O.

No, it's not. They are STATE police. As in all of Louisiana. New Orleans is in the STATE and cannot control crime or protect its citizens. It's perfectly within the realm of state police to step in.
