Not a coercive monopoly where no competition is allowed in and the company can just charge whatever they want. Firms have gained large market share by being more efficient than others. Standard Oil is usually sites as an example but over the period when it came to dominate the market the price to consumers dropped by perhaps as much as 90%. Microsoft having 90% market share did not prevent competition like iMac or linex let alone Android and iOS.
However Cable monopolies were 100% created by government and when substitutes like satellite cane along it was government regs like not allowing satellite to offer local stations that hurt consumers.
Also I don’t see how things like fast lanes would be disastrous for consumers or leave poor and middle class people behind.

Giving the FCC more power will do nothing.
