That is not from the complaint itself. The part about first hand information is from the instructions for filing a complaint. Note, at the top of the page, the page number is "page ii" - it's page 2 of the INSTRUCTIONS - NOT the complaint itself.
The Federalist web page fraudulently added that page to a complaint for the fraudulent article they put out.

As I have said before if you read the transcript the favors are in the least unethical but if it is proven that the executive order to hold aid was given in relation to these favors the boot will shortly be inserted into his arse. Though If not he will be fine, the democrats will look stupid and he will probably win the re-election.
