It appears the shooter was aiming for the head but the bullet dropped to the chest because of the distance, just my opinion

So the bullet skipping thing - if that's what happened - is indicative of steel plated body armor.
You'd need Level IV body armor to stop an M2AP round, and there are no steel plates capable of doing that. Level IV ceramic plates would be clearly visible under the t-shirt he was wearing.
He might have had a Level III or Level III+ steel plates on which would have caused the ricochet for a non-AP 30-06 round.
ETA- Here is a Level III+ steel body armor plate. It is listed at .2" thick.

"Armor piercing" is now a propaganda term.
A solid core ammo is labeled by the left "armor piercing" to ban it.
The opposite of that is a hollow point, which the left labels as "dum dum" ammo to ban it.
For your specific question, rifles rounds usually have an order of magnitude greater kinetic energy than a pistol round. Most base level armor vests are designed to protect against 9mm, .45ACP and .40S&W (the most common handgun rounds). Usually thicker layering and/or trauma plates are required to provide true protection against rifle rounds. Many, many factors come into play. The caliber of weapon, the distance, the choice of round, etc.

I’m trying to get it on Google Earth. Don’t know exactly which segment of roof he shite from but it’s 140-180yds

I dont understand why people are so hung up on this. He didn't have any kind of body armor on, and it doesn't matter anyway. He got shot in the neck with a rifle from relatively close range. The suspect is still at large. Why are people so concerned about the body armor thing?

Yeah there’s no chance he has armor on. At first I saw two pics that kinda made it look like he did but it seemed to be his mic. I’ve since seen a lot of pics where it’s obvious he didn’t have anything on but his shirt.

Could be. Many parts to that equation. After seeing several different vids of the shot, you can tell he was wearing something obviously.
The bullet hit close to an edge. Either fragments of the bullet or fragments of the plate are what got him.

Unless he found a tit-less plate carrier, he's not wearing anything. You can't wear body armor under a white t shirt and have your nips poking out.
