This is my observation/speculation:
Typically you can get "foam" floating on top of water when proteins with a mix of cellulose is concentrated together. See beach foam. Could be as simple as plant/vegetation runoff mixing with the calcium hypochlorite (which is white) used in pool disinfectant and forming a matrix structure with the plan/vegetation protein and cellulose runoff.
The calcium hypochlorite is not dissolving normally because not only is the concentration probably already high (due to low biological demand during the winter) the temperature is a lot lower than normal so the calcium hypochlorite is staying in suspension then is getting picked up by the plant/vegetation runoff creating this white foam.
I cut my calcium hypochlorite pool treatment way back during the winter months.

IDK now Shadow of Ezra is coming to the conclusion that we are "experiencing an unprecedented wave of dense fog". I guess living in SE Louisiana for most of my life this is just normal this time of year. I'm pretty used to it. Heck it's not usual for fog to randomly pop up anywhere along the Gulf Coast with the right conditions. It's why a lot of fisherman have radar on their boats. Fog is not uncommon.
