Is there such thing as bad publicity anymore?

For the Trump Admin, does it matter anymore how they get portrayed by the media? they will do what they want regardless of what the people think... and the nation is already so divided on issues does it really matter anymore?

His approval rating is sub-40 and that's scaring the hell out of Congressional Republicans, which is impacting his ability to implement his agenda in addition to his sheer incompetence.

Depends on your goal, but yeah, anything criminal would be considered bad publicity.
