Surprisingly though that was not part of the criteria. The first 3 was enough to keep you from a lifetime of "poverty".

Forget a F rated school. The local HS in my town is probably A rated. The top 10 - 15 percent are academically proficient. The bottom 50 percent are worthless and those in the middle are barely functional, but in some cases trainable.

Interesting. Although it's talking about achievement and not innate intelligence, the article actually indicates there is a relationship between income and achievement. It's not the only variable, but it's not equally distributed as you noted earlier.
