My bro, negotiations have been instituted into pretty much every war that would come to mind, after the war is started. And after having gone on for some time, years even. Negotiations are not unusual nearly the whole way through. Surely it makes sense that you strengthen your negotiation footing, first, by force.

Probably correct, and that's really too bad. Though even slave revolts have succeeded in the past, this would definitely be a heavy lift because of the IRGs lethality and brutality.
