What's so funny about it? Part of the regime wants a deal and another part considers making concessions to the enemy to be treason. By hyping up a deal that never comes, he splits the regime down the middle and they end up fighting each other. And this is already happening.

We’re now trapped between a series of outcomes that range from bad to epic disaster.
Everyone involved needs to accept that we will not reach some perfect outcome and are just trying to make the best of a bad situation and range of outcomes.
I didn’t support starting the war but I fully support signing the peace deal relative to what I see as the range of possible outcomes:
Least Bad: sign deal that gives Iran new life economically but saves the global economy from ruin
Bad: we have an open break with Israel for sabotaging the deal they don’t want but that the entire world needs while giving Iran new life and leaving us in a hostile state with Israel but a deal is made
Disaster: no deal is signed and the world runs out of oil in four weeks and the global economy begins to melt down
Epic Disaster: we start a ground war to force regime change while the global economy runs out of oil and craters due to oil outages and we then run out of anti defense and other munitions leaving our regional allies exposed to attacks on their oil and water infrastructure while suffering tens of thousands casualties to make it to Tehran which still doesn’t end their Islamic insurgency or completely end the missile and mine threat to oil tankers

Why wouldn't he? An MOU isn't in any way anything final. It is just an understanding that all parties will just chillout until formal, finalizing talks can be had. It is then that the points on the MOU will be finalized.
