I call bullshite. If traffic is allowed out to the internet over the network then this can get on the internet. Typically when you provision your network with an mvno like telit they will ask if you want to allow your sims access to the internet. You can choose either way. Just because it isn’t on the internet doesn’t mean anything. Anyone with any sense would t want them out on the internet with a public static ip address. The apn used for the SIM card would be provisioned to accept a private static ip address and then whoever would setup a vpn between telit and their data center to be able to reach the devices or have the devices send data out to some device or server ready to capture it.

Correct. That device has 1 job. That job is to connect a device to the internet via cellular towers.
There would be ZERO reason to have it in the machines because it's not designed to do anything other than that!

1- It sounds like you are stating that the machine is connected to an external router that has a VPN. That would require the machine to be connected to that router either by a line (like ether) or wifi. And Dominion has testified that they are not connected via WIFI nor by lines. Now knowing that they have telit units in them, we know why the CEO smiled with smugness when he stated that. Because they have telits. There is no need.
If that is the case, then there is ZERO reason to have the Telit module. It's money wasted.
2- If you are suggesting the machine that the telit is in is a router too, then the Telit is supplying internet access. It's the only way a VPN can be established in this set up. The tunnel has to be established via internet.
Unless you have a different set up in mind.... these are the options.
3- a router does not have internet. The router is given access by a modem that is in the router (generally speaking)

Well cellular modems can be a router and not provide internet. Not sure if this telit module is but they certainly can be.
All of the carriers provide custom apn’s that have private static up addresses just like the router at your house assigns private static ip addresses to devices on your network. When you want to activate a SIM card on that apn that sim is assigned the private static ip. Then when that sim is put in a modem and the modem is configured with the apn it will be assigned that private static ip. Imagine 1000 voting machines all plugged into the same switch each with a different IP address, except in this scenario the cellular company is providing the connectivity. When that apn is setup they will give you the option if you want to have direct internet connectivity. More than likely they wouldn’t give these voting machines direct connectivity. The customer would then setup a vpn between their data center and telits data center which would give them access to the devices and the devices to them. Yes, this tunnel goes over the internet but that doesn’t mean that the cellular modems have internet access because they likely don’t and that is why they can say they don’t have internet access. They are on a private network where the only way to access them is thru a vpn. The devices themselves can’t go out to the internet on their own. Typically IP addresses on a private network on cellular can’t even communicate to each other unless that is requested.

What they dont understand is that someone somewhere has access to these machines and is just bypassing having them go out to the internet because it is safer and more secure. So someone needs to figure out number 1, if these modems were active, and number 2 who all had access to them and number 3 what function does this modem serve as far as getting in to the machine or manipulating data in it.

They'll say it's for software/firmware "updates" but anyone with half a brain knows what they were used for.
Thing is you should be able to audit trail log deletion and also the time of the data transfers

The question is -- why is Trump all over Dominion but hasn't even mentioned ES&S when their machines had modem chips.
Maybe because of the boost Trump and some Republican Senators got in states with ES&S machines.
