these are not given out by the State of California. These are given out by individuals on behalf of the State of California. The DMV computers would have a record of which individual gave this miscreant a driver's license.
If Uncle fed shows up at DMV, drags the individual into the middle of the DMV lobby, horsewhips the individual, says "off to the gulag for you", then drags them out, word will get around quickly
Individuals will cease giving licenses to illegals immediately. Win/win for America.
