VPs never do anything.
Bush 1 - nothing
Quayle - nothing
Gore - invited the internet. Probably the smartest VP. Wrote the book on how the make money after politics. I hope Clinton's paid him royalties.
Chaney - pretty active but in a bad way
Biden - nothing
Pence - nothing
Harris - nothing
With the exception of Chaney, all of these could have disappeared and we would not have noticed. The world would have been a better place with out Cheney

Harris is decently capable, but she is paralyzed by trying to be POTUS one day. In recent history Dan Quayle (R) and Walter Mondale (D) take the prize. Although Mondale was much more effective than Quayle.
