Horowitz is pretty much eviscerating Blumenthal's assertions that there was no "spying" or "entrapment." He is saying that there was spying it just wasn't called spying and that there was only no entrapment because that's a legal term and no one has been prosecuted for entrapment.

Safeguards and policy reforms only work when people are honest. None of these effers were. I'm pretty sure why don't need a special reform that says "Hey, purposefully changing an email is bad, mmkay?" I think that's already a "don't do", but it counts for frick-all when dirty people are running the show.
