Read the statute. The title of a statute is not the law. Basic cannon of statutory construction.
There are several other variants of this statute as well, including 18 USC Sects. 871 and 875. Clearly enough to put together a multi-count indictment against Comey.

How did he threaten to assault, kidnap, or murder?
Dude is an idiot but no court would find that saying “86” is an attempt to threaten, assault, or kidnap.
