I'm with you Rev, the term has multiple meanings. When I first read it, I told my wife what I thought it meant but that Comey would weasel out of it by saying he meant it (D)ifferently.

When these guys start getting charged it needs to be over objectively impeccable cases based on serious cases.

While I agree with every word of this, the reason he won't be arrested has nothing to do with the definition of 86d.
