I don't have a dog in the fight, other than being a strong conservative lean myself. But she comes across as someone that saw the popularity and polarization of Trump keeping him in the spotlight, and grabbed on to those coattails. She doesn't come across as truly believing in the fights she picks and policies she is espousing, simply because she believed the total opposite in a lot of people's recent memories when she full-throatedly supported Obama.
Obama was popular and had a lot of media attention surrounding him, so it appears she's just hitching her wagon to the "politically popular" movement of the moment.
I'm not a resident of AZ, but I believe this is why she struggles in general elections.
