If a team is up 45 with 2 mins left, they've won. It doesn't mean the other team can't score. It just means that they, like Iran, has absolutely no way to win.

Exactly. We won the superiority over Iran but haven't had their unconditional surrender. So we won the basic objective, but haven’t won the ultimate final clause.
