Where in the constitution does it say the rights of the mentally ill cannot be infringed?

i think the term you would be familiar with is "non compos mentis".

does someone who is legally declared non compos mentis enjoy the same rights you and I do?

I have. It asks two questions related to mental illness:

1) Have you ever been adjudicated (italics added for emphasis) a mental defect
or
2) Have you ever been committed to a mental institution


There is no “hey are you a tranny?” question

The Constitution is a restriction on government action against the backdrop of God-given, natural rights.

Surely you and Tim Kaine understand that.

So the question then becomes where does the Constitution say the Executive CAN unilaterally restrict your non compos mentis people?

They enjoy the given rights of our Creator unless our social contract allows them to be restricted. Give me a cite for that, and certainly one that abrogates “shall not be infringed” in 2A.

Unless they have been adjudicated a mental defect or been committed to a mental institution.

Yes. A potential prohibition is not based on the diagnosis of schizophrenia itself.
