The ruling grants statewide relief to transgender individuals.
That's a strange way to phrase it.

But a dad that’s not transgender gets the police called him for escorting his nine year old daughter into a ladies restroom to avoid the possibility of a creepy transgender assaulting his child?

“This ruling means trans folks in Idaho can continue participating in public life without the threat of being arrested for using the bathroom,” Southwick said in a statement. “Trans Idahoans have been understandably anxious about the disruption this unconstitutional law would cause in their daily lives.”
The ACLU added that the Idaho Fraternal Order of Police and the Idaho Chiefs of Police Association opposed the bill. They argued that there exists no “clear or reasonable way” to determine a person’s sex during a field contact without using “invasive and inappropriate” searches and questioning.
Idaho Attorney General Raúl Labrador (R) said his office will appeal the order.
“This is a results-driven decision that misapplies the law, confuses the issues, and misrepresents the position of the State,” he said in a statement. “Biological sex is not vague, and neither is this law. The good news is that this ruling is narrow. Idaho’s law remains enforceable in most settings, including changing rooms and many restrooms. The injunction applies only in limited circumstances and to certain people.”

If you’re a manly looking biological female, I think you should have the right to use the public woman’s bathroom without having to show a cop you’re vagina.
