Even with a valid interfering with law enforcement charge, the arrest shouldn’t typically turn into a dog pile scrum, shooting rubber bullets to the face (which is also against policy), nor should they fire their weapons when they see a legal holstered one

That’s exactly what it is. If somebody did that to you at your job after telling them a half dozens times to back up and they don’t comply and they throw things and spit at you, you would be fine with that? If it’s causing them not to be able to do a job that they were told to do it’s Interference!.
