They could have developed and implemented that procedure without haphazardly pushing a ban before anyone was ready for it.

Civilization is based on creating a society for the benefit of its progeny.
If you want a libertine 'if it feels good do it, damn the consequences' society then you should have to go found your own civilization based on that tenet. Good luck with that.

Correct. That's what the ban/pause/stay was for.
What these judges that have stayed the EO have done is told the US to change the tire while the car is still moving down the highway.
