I see the thought process you have,but all of the processes of declassification are under the authority of the executive branch ie: the president.
Department of energy falls under the EB. And all nuecular falls under the DOE.

Read the executive order from Obama. It tells you the exact procedure. It even breaks down different procedures for different agencies. Someone made a thread. There’s one catch.
The PRESIDENT is EXEMPT because the PRESIDENT is the one who makes the call on how the lower levels’ procedure works. I don’t know what’s so hard to understand other than brainwashing by the talking point melt on the MSM networks.

Link to any law, case or executive order which specifies that the President does not have to follow procedures to declassify information.
Should be easy, since you are so sure of your interpretation.

That's the point. You have a check on an ex-President leaking sensitive info or lying about how he declassified stuff after the fact.
That's why you have procedures and protocols. Not to identify who has ultimate authority to create a new procedure or declassify, but to stop frick ups.

I'd assume all of them get some sort of form letter from the national archives.
I'm also sure none of them would intentionally hold on to any, and then whine about being prosecuted, just so they could grift their cult members.

Yes, the same Constitution that allows the President to pardon anyone he chooses convicted of a federal crime without recourse. A 1980s court case affirmed the ultimate authority to declassify material lies with the president. The details of the case are in another thread with I may find it later.

My husband reminded me that when we worked at a defense contractor and had top secret clearances, our security department showed a video of Carter talking about US surveillance that was classified until he spoke about it on TV. The mere act of him talking about it was enough to declassify it.
Presidents can do that.
