Why wouldn’t someone not use the return envelope, instead write out another envelope? Shouldn’t be counted.

I may have misread as well but I shite a brick when I saw the ruling.
If the signature doesn't match and they have to go in person to resign I'm cool with that. I'm not cool with them just accepting every ballot and not verifying.
