Oh they are but just because they pass a law means the SCOTUS can just sweep in and invalidate it. It's a years long process in most cases. Took 6 years to get through v. Heller 1. Cases v. Heller II and v. Heller III took another 7 years collectively. That's 13 years to remove idiotic D.C. handgun laws but it did eventually happen. Dragged their sorry asses kicking and screaming the whole way...
Keep your focus short there kid. Forget that it took almost 20 years to get CCW pushed to all 50 states in one form or another. Doesn't matter how long it takes but it will happen, the religion of gun-control is dying and you better get used to it.
