Not sure about Oregon but in the state of Louisiana it's in the Louisiana Constitution. Any citizen or law enforcement agent performing a detainment or arrest are required to notify the detained or arrested person of the detainment or arrest and the reasons thereof.

True but the Constitution isn't clear as to WHEN it needs to be said. They could have told them in the van or at the station. The courts in Louisiana have been very open in their interpretation of this code of criminal procedure and I've never even seen in challenged before. Again, Oregon may be different.

Three guys in camo who come out of an unmarked minivan towards me without identifying themselves are very likely to meet my licensed concealed carry!
