Eisenhower didn't always wear all his ribbons in his photos, the chaplain clearly is. For a two-star that's pretty sparse, as I would expect for a chaplain.
I'm not disagreeing with the implication that ribbons aren't more plentiful now, because they are, but Ike had a bunch.
