So they actually meant:
Even though we know racist crackers commit all the hate crimes and black people cant even be racist due to systemic racism, police factually report on incidents and are this lying pigs.

More than half a century since they were modernized, hate crime laws in the U.S. are inconsistent and provide incomplete methods for addressing bias-motivated violence, according to the report.
Due to the complexity of hate violence, certain statutes meant to protect racial minorities and marginalized groups are less effective, as a consequence of bias in the criminal justice system, the report says.
The existing laws can even discourage hate crime victims from coming forward, advocates say in the report.
This data doesn't fit with what we want the world to be like so the data is wrong.

Interestingly the data roughly correlates to the FBI's UCR data for violent crimes for any given year going back to 1995 (the earliest year for the online records).
Blacks annually commit around 38% of all violent crime while being only 12%-13% of the total population. That comes out to roughly 2x-3x their proportion of the national population.
I guess all data not provided by SPLC or somesuch is racist.

That is because the attackers are violent people who have very little control over emotions and rage. It's also not their fault, for some reason.
