I suspect other jurisdictions operate with more corruption simply because no one is watching. New Orleans is under a microscope in a way most parishes aren't, so misconduct is more likely to be exposed than uniquely committed.

It may be possible other jurisdictions are more corrupt (I doubt it), but I can guarantee: no jurisdiction is less functional than Orleans. Service of process never goes out on time, clerks of court don’t answer the phones, pleadings are routinely lost, DA’s purposely bungle prosecutions to release criminals, judges bend the rules for defendants to release them, multiple scandals of staged accidents swept under the rug, a juvenile detention facility that cannot hold people, a public defender who cannot defend indigents, etc. Nothing in the New Orleans court system functions even remotely on par with the next-worst jurisdictions.
It’s not that I disagree with them politically. It’s not that I resent them for personality issues. The problem is that New Orleans’s institutions that they run themselves do not function whether they are the police, the sewage & water board, the courts, the inspectors, garbage collectors, or what have you, and it negatively impacts the entire state. The 19th JDC may have judges crooked as the day is long, but they still let me e-file pleadings, mail stuff out on time, communicate properly, have reasonable court delays, DA’s prosecute cases, public defenders still function (albeit not as well as I’d like, but they make the most out of their resources), etc. The 19th may be as corrupt as Orleans, but it still functions as a court. Orleans basically doesn’t function, and hasn’t for a long time.

I hope they do it.

Good thing New Orleans, which has deeply troubling and systemic issues, chose to pick a fight with the state over a completely unnecessary clerk position.
