In a normal world, you'd be right. Context matters and there's nothing wrong with the way he used it.

But we're not in a normal world and his party would eviscerate a conservative saying the exact same thing, so he shouldn't be given any slack.

Is it okay to call people “wops?” It’s obviously a slur.
