1. You should develop the capability to defend yourself against the most likely form of attack you will face. you dont need it until you need it, so when you need it you better have not listened to folks like you
2. Gives us leverage in international relations if other countries know we are not subject to threats of violence

This is probably the best answer.

We developed a nuclear bomb 80 yrs ago. We developed rockets capable of achieving orbit maybe 65 yrs ago. That stuff isn't cutting edge technology anymore, plenty of other countries have figured it out and can do it now. More will develop it in the future. Our current defense is to try to prevent them from trying, which sooner or later will fail; and the fact that we can and might kill everyone in their little country if they try to hit us. That works with most rational individuals (who at least understand enough not to be obliterated), but there's a few psychos out there. I'd imagine the Houthi's would launch one without hesitation if they could.

We need to get something in place and let it develop and mature, so when/if something does occur, we shoot it down.

You also can't expect the situation of today to be the same forever.

It's kind of dumb to know of a potential weakness and not take action to strengthen it.
