Assuming they remain tied (which I bet they won't be after today) one of them has to drop out to prevent the Democrat in the runoff from winning. I'm sure after thousands of dollars spent and months of campaigning neither one just wants to just happily walk away. Thus, if you are going to walk away it would behoove you to get some political capital out of it.
The dumb part was letting this leak to the media. But I see nothing wrong with each leveraging their position for a potential walk away

Didn’t the AG bring criminal charges against the Ascension Parish President for doing the same thing? He offered a guy a job or to back him in another race (allegedly) if he pulled out of a race ?

I could be wrong, the but the AP president did so AS the sitting president. Grigsby isn't an elected official nor is he conspiring WITH Foil to "bribe" someone else.

Offering anything of value to induce a person to withdraw from a race is a felony in Louisiana.
I'm surprised they'd be this open about this.
§1461.5. Election offenses involving bribery, threats or intimidation of election officials or candidates; penalties
A. No person shall knowingly, willfully, or intentionally:
(4)(a) Give or offer to give, directly or indirectly, any money or any thing of apparent present or prospective value to a candidate for public office for the purpose of securing the candidate's withdrawal from an election.
B. Whoever violates any provision of this Section shall be fined not more than two thousand dollars or be imprisoned, with or without hard labor, for not more than two years, or both, for the first offense. On a second offense, or any subsequent offense, the penalty shall be a fine of not more than five thousand dollars or imprisonment at hard labor for not more than five years, or both.

Thanks False Prophet. I was about to post the statute. Do care if Carter or Foil win, but I hate all of the money people out there on both sides pulling strings. Plaintiffs lawyers, business people , etc. They are all the same. They want to buy someone who will do their bidding, regardless of whether it benefits citizens. If the AG had any balls, let alone sense of fair play , he would go after Grigsby. He won’t , despite the brazen public admission that he offered something of value to Foil to drop out. As he said , “ he is a king maker”.
