Is any person between 17 and 64, who isn’t in the state or national guard, or federal military, eligible?

Maybe try join an anonymous message board where people from Louisiana can speak freely without persecution of losing your job. That is unless you are judge or a home wrecking chick who works at a roofing company and your consort's wife joins the said board.

My understanding is, as far at the Louisiana State Guard goes, it exists only on paper but all able-bodied state employees are technically in the state guard.

The way the law reads, everyone that is not already in an organized militia is part of the unorganized militia provided they live in the State of Louisiana...

And since a militia is necessary for the security of a free state, no laws that put restrictions on the right to own guns should be valid in LA.

This is correct. There's only a handful of states that still maintain an active State militia. What would come as a surprise to most people is to learn that all state employees can be called into the Louisiana militia at any time. They are all Reserve militia members for the state.
