its both - and taking out Biden was all part of the plan going back to the deal to install him as the Dem nominee (with a suitably diverse VP)
Don't know if the details of the final script was written back in May of '20 = but the result of the ending was never in doubt.
I could be the whole thing was scripted - they are smart enough to know they would have to rehabilitate the FBI/DOJ/CIA to some degree. This looks like a clever way to (appear to) do both.
The only one who was not part of the scheme was poor ol dimwit Joe.
