If that's what he means, then he's an imbecile. Australia, as isolated as it is, is still experiencing issues with the virus, and their Draconian measures are beyond the pale.
Hopefully he means doing what parts of India have done and set out on a course of prophylactics and therapeutics in addition to vaccines.

I agree with Chu. We should herd up all the pro vax people and stick them in camps.
