The people who DO buy one wont have enough electricity available to charge it.

Except every other Tuesday. Probably some form of rationing will be instituted. People with last names beginning with A-D can change on Monday, E-G on Tuesday etc. Like they did during WW2 for many things.

Not if the government outlaws gasoline and diesel to be sold. The current administration has probably already considered doing that for 2030 or so.
