I think Dershowitz is wrong. Part of justice is determining the truth with regard to whether or not criminal acts took place and the people involved. So, the power to pardon is not relevant there.
Also, I think it's a stretch to give prosecutorial discretion to the POTUS. That is dangerously close to whimsical execution of the law which is what the Revolution was start to combat.

Dershowitz was wrong when he said this before and it's just as wrong now, when it is taken to mean that obstructing justice is not grounds for impeachment, simply based on the claim that a president has the power to do it.
