As I have noted, because no budget has actually been passed since 2008, that means the $800 billion of Obama stimulus passed in 2009 as a supplement to the 2008 budget has been in there every time.
But I expect an actual budget in 2025

BUT, no debt ceiling raise means no tax cuts.
Tax cuts are considered spending
That destroys his whole agenda. And means the not only new tax cuts, but the existing will expire.
