Given that training, few indeed will refuse to follow an order, unless they are CERTAIN it is illegal ... e.g. shooting civilians in a forest somewhere and burying them in an unmarked grave.
Given that training, the chances are essentially nil that any Navy personnel will refuse to fire their missiles at the alleged drug boats.
