every 15 minutes, the gauge by the Nat wea ser updates. so, if I actually "monitor the situation" I see jumps in water level.

What people were pointing out when the wildfires hit is because of the state of California wanting to protect a tiny fish they didn't clear out a lot of the underbrush which fed the fire,
Over years the problem had not been addressed, even if you find fault with the response of the Texas State and County government. That is a very different set of circumstances, the flash floods with only hours to respond to the emergency versus something that took years to create the inevitable
and in Texas we didn't have any fat lesbians saying that if the kids were dumb enough to get caught in the flood they deserved to die
