But it's how it works, dumbass. If you ever use twitter, start typing in the search window, this will pop up automatically.
Shadow banning keeps those names from showing up there. Type in Rush Limbaugh, if he's shadowed, his account won't auto show up in that window, but if you hit enter on the search, you could still find it.
Account and content still exists. Not approving of the practice, but it's still there.
