It is when you insinuate that Social Security is welfare and therefore a problem, then you'll turn right around and collect Social Security.

It won’t exist when it’s my time to get it so…..
We don’t have the birth rate to have a stable population to pay for the ever increasing healthcare cost of the ever growing percentage of the population that can withdrawal.
The age will be increased to 75-80 and taxes will have to massively increase to pay for it.
The system needs to be completely and totally destroyed.

This is the point where I tell you that even that CATO article, the one from 2023 I take it, explains how immigrants with refugee status pretty much get it at 100%. In the context of the meme posted in the OP, this would most definitely fall into that category. Recent findings, after CATO released the article, finds that CATO is wrong on many things. Somalis are still getting welfare at a clip of approx 70% of the population even after the seven years has come and gone by several years.
