In the second-to-last paragraph we finally find the truth. Those nasty, hood-wearing racist air pollution molecules searching for black and brown people don't exist after all. Turns out if you're poor and live in a crappy neighborhood with old crappy cars you're exposed to more air pollution. Race has nothing to do with it.

It's like these people don't understand that humans are mobile.
The pollution isn't following the poor people. Poor people follow the pollution.
If you opened a coal factor right next to the best neighborhood in your city, in fairly short order, those people would move.
And, others would move in to substantially lower valued property.
