This is why I said it implies there are no ongoing investigations.
The FOIA was just another illustration of the protection of the class of records (hence the and). Even if we wanted to request them, we aren't able to get them if the investigations were ongoing. I think the Florida documents posted earlier were from FOIA, IIRC

This is just a convenient story to play cover for how this is being rolled out in "phases" to influencers. Notice it didn't "break" until after the files were "released". It is a fabricated excuse that won't be questioned all that much.
