Entitlement Legislation Proposal

This would be my attempt at entitlement reform. No, I do not think this will ever happen, but interested to see thoughts and arguments on the topic.
Legislation: In order to claim entitlement benefits such as Welfare and Food Stamps you would be required to do one of the following:
"Volunteer" for 20 hours a week at a
- Government agency (the bar is already low on their level of skill)
- Non-Profit (must be pre-approved)
- or Enroll in some type of education or trade school
Now obviously the devil is in the details on things like this, and there is going to be fraud in everything.
But overall would anyone have a reasonable objection to something like this?

I have no problem with earning your welfare.

You should absolutely have to work for your welfare.

I agree 100%. But I would find it intriguing to hear the justification against this. And how they determine something like this to be racist.

That is pretty much the case for welfare right now.
Food stamps: no. Most people on food stamps are working already and there are better ways to save money there.

We had work requirements put in place by the Clinton Administration and the Congress, but Obama's stimulus package contained a provision allowing states to suspend the work requirement, which Louisiana did.

Playing devil's advocate here...
The overwhelming majority of welfare recipients are single working mothers.
Do you want them to take time off of work to do this volunteer work, or do you the government to establish some type of childcare program so it can happen?
This is the kind of stuff that sounds really good and seems to make sense, but when you objectively look at it you see it ends up putting more burden on the taxpayer, and it makes the program recipients more dependent on government.
The overwhelming majority of welfare recipients are single working mothers.

If they are already working they would be exempt from this.
If they are not currently working then that would certainly be more challenging, but between all govt agencies and non-profits I think the opportunity to do both would be there.

So you exempting almost all adult Snap recipients and about half of the adult tanif recipients.
What do you want the minors to do? I assume they get an exemption to go to school.
So at the end of the day we have increased the governments role here for little or no benefit to society.
I agree with you in principle. We should only help those willing to help themselves, but in reality thats all we do anyway.
The Gingrich/Clinton welfare reforms accomplished a lot. The 70s-80s welfare queen stereotype just isn't a reality anymore.

Work hours that result in trackable wages (i.e. A W-2, or a Sch C filed for odd jobs) should count towards the 20 hours a week requirement.
The problem, like others have said, are the ones that are not working are:
1) Home raising young kids during the day
2) Elderly/disabled and not physically able to work.
