the approach will be...

unlimited access to the financial reporting systems of the federal government. They will grind the numbers through accounting systems known to private enterprise and easily id the waste, corruption and no value depts of the government

You are clearly uninformed about the state of the federal government agencies financial reporting systems.

The different agencies use different antiquated systems, which have been cited as specific IT material weaknesses in multiple agencies' audits for years with no remedy. The DOD has failed its annual audit numerous times (not sure they've ever passed).

It is an epic clusterf*ck.

Sounds like the first step to efficiency is getting all of the budgets on the same, modern software.

It's more a case of they bid it out separately and then whoever is the current favorite wins the bid and none of the systems talk to each other, e.g. Michelle Obama's buddy winning the contract for the new "Obamacare" website.
